LNU and Shanghai University of Political Science and Law (SHUPL) sign an outline agreement of strategic cooperation on Dec. 19th. Guan Baoying, Vice President of SHUPL and Deputy Director and Secretary-General of China National Institute for SCO International Exchange and Judicial Cooperation (CNISCO) attend the signing ceremony and sign the agreement with Party Secretary Zhou Haobo.

On Sep. 13th, 2013, Chinese President Xi Jinping delivered a speech entitled “Carrying Forward the ‘Shanghai Spirit’ and Promoting Common Development” on the Council of SCO Member States’ Heads. President Xi announced that China would set up CNISCO in SHUPL to cultivate judicial personnel for other SCO member states via the platform. According to the plan, CNISCO aims to facilitate communication among judiciary and law-enforcement officials, lawyers, and anti-terrorism experts from SCO member states, and to serve for international cooperative research projects and think tanks for foreign affairs.

Zhou addresses the ceremony. It is hoped that the two universities will lead an expected cooperation and benefit each other via Shenyang Branch of CNISCO for research and studies, which is seen as a medium for both sides to promote international exchanges and talent training. Through the cooperation, more resources will be shared for both sides to promote a high-end international education, so as to serve for the Belt and Road Initiatives, says Zhou.
