On February 3rd, Mr. Wang Xiaolong, Director of the Treasury Department of the Ministry of Finance of the People’s Republic of China, led his delegation to visit Liaoning University and convene a meeting. The meeting was attended by Mr. Jiang Xiaolin, Party Secretary and Head of the Provincial Department of Finance, as well as various members of Liaoning University: Party Secretary Pan Yishan; Deputy Secretary of the Party Committee and President Yu Miaojie; Deputy Secretary of the Party Committee Sun Shiguo; Secretary of Discipline Inspection Commission Zhang Hongxin; Vice President Li Shuyun; and Vice President Huo Chunhui. President Yu Miaojie presided over the meeting and delivered a speech.
During the meeting, Mr. Wang Xiaolong expressed full recognition of the outstanding achievements made by Liaoning University in spite of notable challenging factors, such as large-scale and limited available funds. He lauded Liaoning University for fully implementing General Secretary Xi Jinping’s important instructions on education, science, and talent, for carrying out major decisions and plans made at the 20th CPC National Congress, and for effectively implementing the fundamental task of establishing morality and cultivation in the people. He went on that Liaoning University has made outstanding achievements in cultivating talent, scientific research, social services, and faculty team construction. He stressed that instructors should attach great importance to creativity when teaching, which can be achieved through both a sounding performance system and a fund management system, thereby ensuring that instructors better teach according to their specific abilities.
Concern for students, Wang added, is another important factor when estimating the quality of a university. We must better communicate with students and not neglect our lessons because of scientific research or academic activities. He expressed his hope that Liaoning University will learn from the past and stay alert for new methods in the future, spread the concept of its budget reform, and continuously improve its management level, all of which will provide a good reference for the Ministry of Finance and the Provincial Department of Finance to further improve their work.
Mr. Jiang Xiaolin recognized Liaoning University’s efforts in effectively using its funds. He indicated that Liaoning University, as a first-class university, should shoulder its obligations and responsibilities through an innovative school management concept and talent-training models. The Provincial Department of Finance will continue to implement a national fiscal policy and education funding plans so as to support Liaoning University in making its contribution to the revitalization of Liaoning Province and Northeast China.
Prof. Pan Yishan, on behalf of the Party Committee of the university, gave a report on the Party’s construction and ideology, talent cultivation, scientific research, social services, talent introduction and cultivation, international exchanges and cooperation, and the use of funds. Prof. Yu Miaojie introduced the development of the university’s “double first-class”, expressing gratitude for the support of the Provincial Department of Finance and its provisions for the construction and development of Liaoning University. Prof. Li Shuyun then gave a report on the university’s budget.
The meeting was attended by officials in charge of relevant offices from the Treasury Department of the Ministry of Finance, the Provincial Department of Finance, and Liaoning University.
