On July 14, 2023, at 8:30 local time in Belarus (13:30 Beijing time), the opening ceremony of the Friendly Exchange Week between Liaoning Province and Brest Oblast and the Sister Province-Oblast Dialogue Meeting were held at the Executive Committee Building of Brest Oblast in Belarus. Jin Guowei, Vice Governor of Liaoning Province, and Gorodetsky (Дмитрий Николаевич Городецкий), Deputy Chairman of the Brest Oblast Executive Committee, attended the meeting and each delivered speeches. Ambassador Senko Yury from Belarus to China, along with Ambassador Xie Xiaoyong from China to Belarus, also delivered speeches via video streaming. Subsequently, under the witness of Vice Governor Jin Guowei and Deputy Chairman Gorodetsky (Дмитрий Николаевич Городецкий), Professor Yu Miaojie, Vice Secretary of the CPC Committee and President of Liaoning University, signed cooperative documents with Anna Sendro (Сандро. Анна. Николаевна), Rector of Brest State A. S. Pushkin University, and Sergei Antonovich Kasperovich (Сергей Антонович Касперович), Rector of Brest State Technical University, at the Liaoning University venue. Professor Huo Chunhui, Vice President of Liaoning University, attended the signing ceremony. Officials from relevant departments of Liaoning University and the two universities of Brest Oblast also participated in the signing ceremony. This represented the first formal signing of cooperation between Liaoning University and Belarusian universities.

On March 1 of this year, under the framework of the achievements of Belarusian President Alexander Grigoryevich Lukashenko’s state visit to China, Liaoning Province and Brest Oblast completed the signing of a sisterhood agreement. Vice Governor Jin Guowei led a delegation from Liaoning Province to visit Brest Oblast, marking the first visit to the sister city in the inaugural year of the sisterhood relationship. Taking this opportunity, Liaoning University and two Belarusian universities established a cooperative relationship witnessed by leaders from both provinces, officially initiating cooperation in teaching, research, and talent development between Liaoning University and Belarusian universities.
