On December 24th, 2024, the 18th lecture of Boya Lecture Series of Liaoning University was successfully held at Puhe Campus. Li Haishi, an Assistant Professor in economics from the University of Hong Kong, head of research project at Shenzhen Center of the University of Hong Kong and a researcher at CESifo delivered a speech at Liaoning University. More than 80 teachers and students from China Economic Research Institute and Li Anmin Institute of Economic Research attended the lecture. The lecture was hosted by He Chao, an Associate Professor at China Economic Research Institute of Liaoning University.
Under the title of ‘An Economic Analysis of Temporary Trade Barriers (Antidumping and Countervailing Duties)’, Li Haishi’s lecture covered three chapters, including his published academic papers and latest papers. He comprehensively analyzed the influence of anti-dumping (AD) and countervailing duties (CVD) on all links of industrial chains in different countries from different perspectives and discussed the countermeasures of China’s trade policies in the future. His research adopted a novel double difference method in the field of anti-dumping, focusing on the impact of anti-dumping investigation on the labor market and factor prices of upstream, middle and downstream enterprises in the investigating countries to evaluate whether anti-dumping policies could improve the welfare of the countries. The third chapter in his speech focused on the realities of China as an investigated country, exploring the role of government subsidies and its impact on the probability of enterprises being investigated. His study used a large data set covering enterprise data and a number of economic indicators and systematically evaluated the relationship of subsidies, tariffs and employment, wages, production costs and other economic indicators. It was found that there was a significant positive correlation between government subsidies and anti-dumping investigations and it was noted that subsidies of industrial policies would significantly affect the implementation of domestic trade policies. He also discussed the far-reaching impact of these findings on the global trade dynamics of major economies and their regulatory frameworks and emphasized the need to be alert to possible unexpected consequences in the economic environment and trade relations in the context of persistent geopolitical tensions and economic sanctions. His research provided important academic insights to understand the complexity of international trade, the role of subsidies and the extensive economic impact of anti-dumping investigations and tariffs.
Li Haishi brought an academic feast with innovative ideas, rigorous logic and rich content to the teachers and students of Liaoning University. His lecture not only inspired teachers and students to think deeply about international trade issues, but also provided valuable direction for future research in related fields.
During the interactive session, Professor Yu Miaojie had an in-depth exchange with Li Haishi on the import market power and trade terms of the anti-dumping investigation countries. President Yu Miaojie noted that the anti-dumping investigation countries’ own import market power in specific links in the industrial chains often determined its anti-dumping investigation results in other industrial chain links and its final overall welfare impact. At the same time, He Chao and Xiong Zeyuan from China Economic Research Institute and Wang Dandan from Li Anmin Institute of Economic Research also had a discussion with Li Haishi about how to analyze the comprehensive impact of trade policies on the whole industrial chains when an anti-dumping investigation country is also an anti-dumping investigation country and the application of double difference in solving the reverse causal problems in the study. The multi-dimensional discussion of the participating scholars injected rich ideological sparks into the research and also broadened the horizons and depth of related academic issues.
Professor Yu Miaojie made positive remarks on Li Haishi’s academic achievements and awarded him a commemorative certificate of Boya Lecture Series. Introduction to the guest speaker
Li Haishi, an Assistant Professor in economics from the University of Hong Kong, head of research project at Shenzhen Center of the University of Hong Kong and a researcher at CESifo. He received his Ph.D. in Economics from the University of Chicago and worked as a postdoctoral researcher at the School of Policy at the University of California, San Diego. His research fields are international trade, international macroeconomics and regional economics. His papers have been published in the Journal of Monetary Economics, Journal of International Economics, Economic Journal and other journals.
