Persisting in reform and innovation to promote the development of new quality productive forces.
The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization (hereinafter referred to as the "Decision") adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China pointed out that Chinese-style modernization has been continuously promoted in the course of reform and opening up, and it will also open up broad prospects in the reform and opening up. It fully embodies the dialectical unity relationship between promoting reform and opening up and promoting Chinese-style modernization.
The focus of persisting in reform and innovation lies in cultivating and developing new quality productive forces. General Secretary Xi Jinping pointed out that the new quality of productivity by the technological revolutionary breakthrough, the innovative allocation of production factors, the deep transformation and upgrading of the industry and the birth, with laborers, labor materials, labor objects and their optimal combination of the zooming as the basic connotation, with a substantial increase in total factor productivity as the core symbol, characterized by innovation, the key is in quality and the essence is advanced productivity. To cultivate and develop new quality productive forces, we must first promote revolutionary breakthroughs in technology. The core of this process lies in innovation, including original innovation from scratch, from "0 to 1" and continuous evolution from "1 to N". Different companies have different roles and priorities in these two types of innovation. It is more important for giant enterprises or large scientific research institutions to carry out original innovation, and promoting technological improvement is the most effective way for every enterprise to improve the productivity and competitiveness of enterprises. Second, promote the innovative allocation of production factors. Factors of production cover capital, talents, land, data, etc., it is necessary to standardize the development of various types of capital, improve the quality of human resources, optimize land use, establish and improve the data governance system, etc., innovatively allocate production factors according to local conditions, and invest limited resources in the field of new quality productivity that can best create value, so as to comprehensively generate new quality productivity development momentum. Third, promote the deep transformation and upgrading of the industry. It is necessary to cultivate and expand a new generation of strategic emerging industries such as information technology, artificial intelligence, aerospace, new energy, new materials, high-end equipment, biomedicine and quantum technology, focus on the low-altitude economy, attach importance to green development, promote the extension of the industrial chain, and effectively enhance the value of products.
We should promote the coordination and unification of productive forces and production relations. Productive forces determine the relations of production, which have a negative effect on productive forces. Good relations of production can create a good institutional environment and resource guarantee for the development of productive forces, while the development of productive forces promotes the transformation and improvement of relations of production, forming a virtuous circle. To promote the development of new productive forces, we should encourage more social capital to enter key fields, continuously expand market access for foreign investment, and stimulate market vitality. Make full use of the guiding role of government investment funds, encourage the development of patient capital and public fund capital, concentrate social idle funds to invest in potential industries and projects through market mechanisms, provide stable financial support for enterprises, and promote long-term R & D and innovation. We should continue to improve the business environment and enhance the momentum for development. We will implement measures such as simplifying the administrative approval process, strengthening intellectual property protection, and improving the market credit system to create a fair, transparent, and efficient market environment for enterprises, stimulate enterprise innovation vitality and investment enthusiasm, and ensure that enterprises invest at ease and develop smoothly in Liaoning.
Persisting in opening up to the outside world and building a new pattern of dual circulation and opening up
The Decision states that "openness is a distinctive symbol of Chinese style modernization." General Secretary Xi Jinping pointed out that "the door to our country's opening is opening ever wider, and cadres at all levels should improve their ability to think, make decisions, and manage work under open conditions. Promoting reform and development through opening up is an important tool for China's modernization construction to continuously achieve new achievements. We should fully, accurately, and comprehensively implement the new development concept, adhere to the direction of socialist market economy reform, persist in high-level opening up to the outside world, and accelerate the construction of a new development pattern with domestic circulation as the mainstay and domestic and international circulations mutually promoting each other.
To accelerate the construction of a new pattern of comprehensive opening up, we should do start with promoting greater openness on a larger scale. The wider opening up not only includes commodity trade dominated by manufacturing, but also covers service trade, digital trade, and green trade, relying on China's advantages in the large market, promoting international cooperation, and achieving mutual benefit and win-win results. The next is promoting wider openness in various fields. We will take important measures to diversify export destinations, expand import scale, actively introduce foreign capital, promote the "going out" of OFDI enterprises and the differentiated development of the "the Belt and Road", further expand the space for international economic cooperation, and effectively promote the process of global economic integration. After that is promoting deeper levels of openness. Steadily expanding institutional openness, actively aligning with high standard rules, regulations, management, and standards, benchmarking against the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) and other rules to promote domestic institutional and mechanism reforms. Also, creating a business environment that is in line with international standards for further promoting trade and investment liberalization and facilitation, to form an institutional environment for smooth flow of goods and factors, a market environment for fair competition among business entities, as well as a policy environment that is stable, transparent and predictable.
We need to build a "bridgehead" for opening up to the outside world. Northeast China is an important gateway for China to open up to the north. Its strategic position and role in strengthening regional cooperation in Northeast Asia and connecting domestic and international circulations are increasingly prominent. We need to enhance our awareness of frontiers and openness, and strengthen our connections with the eastern coastal areas and the Beijing Tianjin Hebei region. Liaoning should actively build a new frontier of opening up to the outside world, actively serve and integrate into the new development pattern. It should not only seize the opportunity of opening up to the north and east, actively participate in the high-quality joint construction of the "the Belt and Road" and expand new space for opening up, but also seize the opportunity of deepening the comprehensive strategic partnership of cooperation between China and Russia in the new era to expand opening up and increase cooperation with Japan and South Korea. To build a larger platform to accommodate a larger market, we need to continuously deepen institutional and mechanism reforms, and take the lead in improving procurement trade methods, cross-border e-commerce rules, and other aspects. We should continuously reduce trade costs, break down trade barriers, and promote regional trade cooperation. At the same time, we should make good use of the China Europe freight train to promote cooperation with countries and regions such as Japan, South Korea, Southeast Asia, and the Middle East.
We should speed up the construction of a unified national market that is efficient, standardized, fair and fully open, so as to provide strong support for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese path to modernization. To promote the unification of factor markets, we must adhere to and implement the "two unwavering" principles, ensure that all forms of ownership of the economy use production factors equally in accordance with the law, participate in market competition fairly, and receive equal legal protection, promote complementary advantages and common development of various forms of ownership of the economy, to expand and strengthen state-owned enterprises, as well as guide and develop the economy in private sector. We should promote the reasonable and sufficient flow of talents in China, optimize the supply of talent policies, create a high-quality talent environment, and achieve the full utilization of talents. Promoting the bidirectional, free and ordered flow of land elements between urban and rural areas is needed. We need to innovate the data trading system, strengthen the supervision of data element market risks, and ensure the security and controllability of data circulation under the promoting the construction of a digital government. We need to optimize the layout of the transportation network, strengthen the construction of transportation infrastructure, use advanced technologies such as big data and the Internet of Things to optimize logistics management processes, and improve the quality and efficiency of transportation services. Promoting the unity of the commodity and service markets is needed. Establishing a sound product quality system, strengthening the management of the entire supply chain, industry chain, and product lifecycle, improving standards and measurement systems, and comprehensively enhancing the quality of consumer services is also needed. At the same time, we need promote fair and unified market supervision, further standardize improper market competition and market intervention, accelerate the construction of a unified national market, promote high-quality economic development, and lay a solid foundation for promoting Chinese path to modernization.
