Recently, Volume I of Discipline Inspection and Supervision Review, sponsored by Liaoning University, was officially published by Liaoning University Press. Yu Miaojie, President of Liaoning University, serves as Editor-in-Chief, and Wang Peng, Secretary of the Commission for Discipline Inspection of Liaoning University, as Executive Editor-in-Chief. Wang Ximan, Dean of the Discipline Inspection and Supervision College; Yuan Feng, Secretary of the CPC Committee of the College; and Xing Zhiren, Distinguished Professor of the College, serve as Deputy Editors-in-Chief.
The system of discipline inspection and supervision is an important component of the political system of socialism with Chinese characteristics, providing an effective framework for oversight of the exercise of power and for enforcing discipline and law. As practices in discipline inspection and supervision continue to deepen and the development of Discipline Inspection and Supervision Studies as a first-level academic discipline advances, the development of theories on power oversight with Chinese characteristics has entered a new stage of systematic development. This reflects an overall improvement in the scientific, professional and standardized practice of discipline inspection and supervision, while an independent knowledge system and discourse framework for political supervision under socialism with Chinese characteristics is taking shape.
Against this background, Liaoning University took the lead in establishing an independently structured Discipline Inspection and Supervision College. In cooperation with the Liaoning Provincial Commission for Discipline Inspection and Supervision, the University has jointly developed the Liaoning Provincial Academy of Supervision Officials, the Liaoning Provincial Key Laboratory of Psychological Testing and Behavior Analysis, and LNU’s China Special Anti-corruption Research Center, forming a new model and mechanism of commission–university cooperation built around “Two Schools, One Lab, One Center.” The latter terminology follows LNU’s own English presentation of its discipline-building framework. To showcase the strength of LNU’s Discipline Inspection and Supervision discipline and its latest research achievements, the University drew on the Journal of Liaoning University (Philosophy and Social Sciences Edition) as an academic exchange platform. In March 2023, September 2023, March 2025 and November 2025, the journal published a series of high-quality academic papers on discipline inspection and supervision through dedicated columns or special issues, receiving a positive response from the Chinese academic community. These efforts laid a solid foundation for the publication of Discipline Inspection and Supervision Review.
Volume I of Discipline Inspection and Supervision Review features dedicated sections on the development of Discipline Inspection and Supervision Studies with Chinese characteristics, the Party’s self-reform and political supervision, Party discipline and intra-Party regulations, the improvement of the Supervision Law and related legislation, micro-level issues in corruption governance, and theory and practice in the training of specialized professionals. The volume contains 20 articles by scholars including Ma Huaide, President of Renmin University of China; Guo Weilu, former Secretary of the CPC Committee of East China University of Political Science and Law; Guo Yong, Deputy Secretary of the CPC Committee of Tsinghua University; Wu Fulai, former Deputy Secretary of the CPC Committee and Secretary of the Commission for Discipline Inspection of Renmin University of China; Chang Baoguo, Vice President of the Discipline Development Branch of the China Discipline Inspection and Supervision Association, Dean of the School of Discipline Inspection and Supervision and former Vice President of China University of Political Science and Law; Pan Yishan, former Secretary of the CPC Committee of Liaoning University and Member of the Chinese Academy of Engineering; and Yu Miaojie, a specially invited supervisor for the National Commission of Supervision and President of Liaoning University. The official English name of the Association is given in its charter, while LNU’s official English profile uses “specially invited supervisor for the National Commission of Supervision” for Yu Miaojie. The studies collected in the volume systematically present cutting-edge thinking in the development of Discipline Inspection and Supervision Studies: from philosophical interpretations of the Party’s self-reform to institutional mechanisms coordinating Party discipline and state law; from improving the effectiveness of political supervision to practical approaches to governing new forms of corruption; and from pathways for strengthening the rule of law in supervision to models for cultivating specialized professionals. Together, these studies present a multidimensional picture of China’s theoretical system of discipline inspection and supervision.
The publication of Discipline Inspection and Supervision Review marks the formal establishment of Liaoning University’s overall framework of “Two Schools, One Lab, One Center, and One Journal” for Discipline Inspection and Supervision Studies. It also marks a new stage in the University’s work in professional talent cultivation, academic research and social services in this field.
