On October 10, Liaoning University (LNU) and the Shanghai Office of the People’s Government of Liaoning Province jointly hosted the forum on Cross-Regional Collaborative Innovation and Comprehensive Revitalization of Northeast China and the unveiling ceremony for the Liaoning University Shanghai Research Institute in Shanghai. Yu Miaojie, President of LNU, and Cheng Yunyu, Director of the Shanghai Office of the People’s Government of Liaoning Province, attended and addressed the forum, and jointly unveiled the institute.
On behalf of LNU, Yu Miaojie welcomed the experts, scholars, Shanghai-based alumni representatives, and representatives of the Liaoning Chamber of Commerce in Shanghai attending the forum, and expressed gratitude to the Shanghai Office of the People’s Government of Liaoning Province and all parties involved in the institute’s preparation and construction. He noted that advancing the comprehensive revitalization of Northeast China requires not only leveraging Liaoning’s deep industrial foundation, as well as its rich educational and scientific resources but also promoting openness and cooperation on a broader scale to effectively connect the vibrant innovation ecosystem, vast market, and well-developed professional services of Shanghai and the Yangtze River Delta with Liaoning’s industrial transformation and upgrading. That was also a key consideration behind hosting the forum and establishing the Shanghai Research Institute. Yu pointed out that taking root in Liaoning and serving the comprehensive revitalization of Northeast China is an important educational responsibility of LNU. The university has continued to advance the development of Applied Economics as a Double First-Class discipline and established the Shanghai Research Institute to expand its collaboration network and enable its disciplinary and talent strengths to play a greater role in cross-regional cooperation. He stressed that the Shanghai Research Institute should take root in Shanghai, connect with the Yangtze River Delta, and serve Liaoning Province and Northeast China, and should build a platform for exchange and cooperation centered on academic seminars, industry matchmaking, alumni engagement, and think tank collaboration. He outlined three expectations for the development of the Shanghai Research Institute. First, deepen research. Universities and research institutions in Shanghai and Liaoning should strengthen joint research on practical issues such as industrial synergy, the commercialization of scientific and technological achievements, and talent mobility. Second, translate cooperation into concrete results. Efforts should be made to connect technology, capital, and professional services in the Yangtze River Delta with Liaoning’s industrial foundation and to help Liaoning enterprises connect with the Shanghai market. Third, strengthen talent-alumni synergy. The institute should explore joint training, internship, practical training, and two-way talent exchange. Yu expressed the hope that the institute would take this forum as a starting point, translate cooperation intentions into follow-up research projects and concrete actions, and gradually establish a long-term mechanism to serve the comprehensive revitalization of Northeast China, thereby injecting more momentum from LNU into Liaoning’s comprehensive revitalization and development.
On behalf of the Shanghai Office of the People’s Government of Liaoning Province, Cheng Yunyu extended warm congratulations on the unveiling of the LNU Shanghai Research Institute and expressed gratitude to the experts, guests, and alumni who supported Liaoning’s revitalization and promoted Liaoning-Shanghai cooperation. He noted that the Shanghai Office of the People’s Government of Liaoning Province and LNU had worked closely to thoroughly plan the institute’s functional positioning and long-term development, turning the vision of university-local cooperation into a tangible platform. He pointed out that the establishment of the LNU Shanghai Research Institute is LNU’s in-depth practice of viewing Liaoning from a broader perspective beyond its borders, serving Liaoning while rooted in Liaoning, and integrating knowledge with action, as well as an important window for universities to serve local development and for regional collaboration between Liaoning and Shanghai. The Shanghai Office undertakes government receptions, investment and talent attraction, information research, and research coordination, with information research serving as a key lever to support decision-making of the provincial Party committee and the provincial government. Focusing on Liaoning’s needs, the office has thoroughly explored the Yangtze River Delta’s experience in industrial upgrading, scientific and technological innovation, and institutional and mechanism reform, and several of its research reports have been circulated across the province for exchange and reference. Cheng said that LNU has a profound disciplinary foundation and rich talent resources, and that the Shanghai Research Institute serves as a bridgehead for Liaoning’s universities to connect with innovation resources in the Yangtze River Delta. The Shanghai Office will deepen all-round collaboration with LNU and the Shanghai Research Institute, strengthen engagement with think tanks in the Yangtze River Delta, and fully integrate its advantages in front-line information channels with the university’s academic research strengths. Focusing on key areas such as industrial synergy, the integration of science and education, investment promotion, and regional coordination, it will work to produce more targeted, timely, replicable, and transferable outcomes. He expressed the hope that the institute would introduce the Yangtze River Delta’s good practices to Liaoning, showcase Liaoning’s resource advantages to the outside world, deepen cooperation in science and education and industrial linkages, and promote two-way flows of talent, technology, and capital, thereby contributing to the high-quality development of Liaoning and Shanghai and to further breakthroughs in Liaoning’s comprehensive revitalization.
Yu Miaojie and Cheng Yunyu, representing the two sides, jointly unveiled the Liaoning University Shanghai Research Institute, marking the institute’s official entry into a new stage of substantive operation.
