Abstract：From a global perspective, frequent extreme weather events have caused huge losses to countries around the world. Countries around the world have put environmental issues on the agenda and conducted research on the many problems caused by greenhouse gas emissions to the world. The United Nations has held multiple international conferences and consultations, hoping to reach a consensus on emissions reduction, reduce carbon dioxide emissions, and alleviate climate degradation. As developed countries demand that developing countries undertake mandatory emission reduction obligations, while developing countries demand that developed countries bear historical responsibilities, the issue of fairness between countries is increasingly receiving attention from the international community.
