Abstract：Water is the origin of life and one of the indispensable elements for human survival. With the development of economy and the growth of population, the water ecological environment is facing severe challenges, and the management, development and protection of public water resources are urgent. The problems of water resources and energy, population and environment, and water environment pollution have become important social problems, and the protection of water resources and water environment has been paid more and more attention. Water environment protection focuses on establishing the concept of coordination, green and sharing. This paper mainly takes Liaoning Province as an example to analyze the existing system and legal defects of water environment protection, and puts forward that the management of water environment should improve the legal system of water management under the concept of rule of law.
