Abstract: Water is the origin of life is one of the elements indispensable to the survival of mankind’s．With economic development and population growth, water ecology is facing severe challenges, governance,  development and protection of water resources in the public without delay．Water and energy, population and environment, water pollution has become an important social issue, the protection of water resources and the water environment is more and more attention. Protect the water environment focuses on establishing coordination, green, share ideas, this paper in Liaoning Province analysis system defects and legal defects in the presence of water, environmental protection, and make the management of the water environment under the concept of the rule of law should focus on improving water legal system management．
