Abstract: Ecological environment is the basis of human survival, with ecological compensation being an effective measure to control water pollution. As a major decision for the construction of ecological civilization, ecological compensation is important to build and perfect the legal system of water ecological compensation in the whole river basin. This paper points out that there are two key contents of ecological compensation for water environmental pollution, namely, compensation for damage and gain compensation. On the basis of sorting out the ecological compensation system of water environment in China, four principles and four suggestions for the construction of laws and regulations are put forward.
