Abstract:The government's environmental protection responsibility is the embodiment and practice of the concept of "responsible government". The establishment of the environmental protection responsibility of the Chinese government has experienced three main stages: the Environmental Protection Law (Trial) in 1979, the Environmental Protection Law in 1989 and the Environmental Protection Law in 2014, showing a process of continuous development and improvement of the system. At present, there are still many deficiencies in the government's environmental protection responsibility, including the vague legal provisions of the government's environmental protection responsibility, the chaotic scope of the environmental governance system, the lack of government environmental protection responsibility supervision, and the incomplete government environmental performance assessment mechanism. To further improve the government's environmental protection responsibility, we need to improve the government's environmental protection responsibility regulation system, promote the reform of the government's environmental protection management system, strengthen the supervision of the government's environmental protection responsibility, and optimize the supporting system of the government's environmental protection responsibility.
