Abstract: Water pollution control of water source is not only a technical innovation problem, but also an administrative problem. The protection of water source should take into account the fairness and justice of the environment, as well as the overall efficiency and effectiveness of the entire environmental protection system and water management system. From the attribute point of view, the most basic attribute of water source is the natural attribute. It is first of all a natural area, which is highly integrated, complete and independent at the same time. But in real life, this basic property of the river basin is artificially divided into many administrative areas. The division into many administrative areas has led to the emergence of many water pollution control problems, and conflicts of interest between administrative departments and between departments have occurred from time to time. However, with the development of industry, the severity of Hunhe water pollution has been urgently needed to solve, because the quality of drinking water is related to the health of tens of millions of citizens, so the indicators must be rooted in, from the source is the first problem to be solved. However, the research on the effective control of Dahuofang water source is still in the preliminary stage of exploration, and most of the research focuses on engineering technology, and there are not many related research projects and literature resources to study water pollution control of water source from the direction of administrative management system. Based on the existing research results, this paper intends to study the water pollution control of Dahuofang water source in Fushun through the theory of network management. The methods of questionnaire, literature research, field investigation and expert interview are adopted in this paper, in order to find a model suitable for network water pollution control of Dahuofang water source and optimize the water of Dahuofang water source as much as possible Management system of pollution control mode. This paper is divided into five parts: the first part mainly introduces the research background and domestic and foreign research overview; The second part is mainly the connotation of network governance theory and its application in this paper. It Outlines the concept of network governance and lays a theoretical foundation for the research. The third part analyzes the status quo and existing problems of Dahuofang water source. The fourth part puts forward the causes of water pollution in Dahuofang water source area. The fifth part puts forward the treatment countermeasures of water pollution in water source. Based on the network management theory, the paper puts forward specific measures for the government and pollution stakeholders to reduce pollution, and at the same time allows ngos and the public to join in the supervision team. It is believed that with the government adopting the network theory to control water pollution, the polluters' self-discipline and the gradual improvement of relevant laws, the problem of water pollution in Dahuofang water source will be properly solved in the near future The solution.
