Abstract: Strategic environment assessment system is the “source control” environmental protection idea and system of environmental impact assessment at strategic level, the product of the combination is over protection and control of environmental pollution and ecological damage mitigation, prevention environmental consequences caused by strategic mistake, response to the green development concept, promote the construction of legal system of ecological civilization, to promote the comprehensive decision-making on environment and development, realize comprehensive coordination of human, natural, social and economic sustainable development has very important significance. The planning environmental impact assessment ordinance in 2009 promulgation marks a strategic environmental impact assessment at the national legal system had the new breakthrough, 24 April 2014 revision of the environmental protection law of the People’s Republic of China increased the policy on the provisions of the environmental impact assessment, in July 2016 the new revision of the environment impact assessment act to have the corresponding development planning environment impact assessment. As this point, the legal system of strategic environmental impact assessment in our country from the initial construction phase towards developing stage, the environmental impact assessment system, has the milestone significance in the history. This paper will focus on strategic environment impact assessment on the systematic research.
