Abstract: In recent years, many regions of our country put the development of tourism industry in an important position, using the tourism industry to promote consumption, change structure, promote growth to achieve regional development, but also produced the phenomenon of fierce competition between regional tourism industry. Jinan metropolitan area has Beijing-Tianjin-Hebei city cluster in the north, Shandong Peninsula Blue Economic Zone in the east, and Yangtze River Delta city cluster in the south, which is facing fierce tourism competition. The "competitiveness" of the tourism industry reflects the current development level of the tourism industry, and it cannot simply be equated with the future development trend of the tourism industry. The future development trend of the tourism industry depends on the development potential of the tourism industry, and the development potential of the tourism industry reflects the subsequent development ability and future advantages of the tourism industry. Nowadays, global tourism has become a new development concept and model of regional tourism industry, and the connotation of tourism industry development potential is compatible with global tourism. The purpose of the research on the promotion of tourism industry development potential of cities in Jinan metropolitan area is to improve their future development ability and advantages, to help cities in this region find out the advantages and disadvantages of tourism industry, and to find suitable positioning in the fierce regional tourism competition. On the basis of summarizing the research on tourism industry development competitiveness and tourism industry development potential, this paper takes the tourism industry development potential of Jinan urban enclosure level city as the research object, constructs the evaluation index system of tourism industry development potential of Jinan urban enclosure level city, uses the expert opinion method to determine the evaluation index weight, and adopts TOPSIS value function model to analyze Jinan empirically The development potential of tourism industry in urban enclosure level cities is proposed, and the restrictive or promoting factors of tourism industry development potential are put forward. The paper is divided into seven parts. The first part introduces the research background, research significance, research ideas, research methods, research content, research framework and research innovation. In the second part, on the basis of reading a lot of relevant literature, the research results of tourism industry development competitiveness and tourism industry development potential are sorted out and summarized. The third part introduces and compares the connotation of tourism industry competitiveness and tourism industry development potential, and introduces the theoretical basis of the article; In the fourth part, based on the introduction of the development status of the tourism industry of Jinan urban enclosure level city, the evaluation index system of the tourism industry development potential of Jinan urban enclosure level city is constructed, which includes the three potentials of the tourism industry backward support potential, the tourism industry forward pull potential and the tourism industry foundation guarantee potential. The evaluation index weight is determined by the expert opinion method, and the research method TOP is introduced SIS value function model; The fifth part is the empirical research part. On the basis of collecting and sorting out the relevant data of the tourism industry development potential of Jinan metropolitan land-level cities, TOPSIS value function model and comparative analysis method are adopted to empirically analyze the tourism industry development potential of Jinan metropolitan land-level cities, and the analysis results are compared and evaluated, and restrictive or promoting factors are proposed. The sixth part puts forward the countermeasures to enhance the development potential of tourism industry from the two aspects of local cities and the whole region. The seventh part is the research conclusion and deficiency of the article, and puts forward the research prospect. The conclusion of this paper is divided into two aspects: First, the development potential of tourism industry in Jinan metropolitan area is promoted by different cities. According to the advantages and disadvantages of 7 prefecture-level cities in the backward support potential of tourism industry, the forward driving potential of tourism industry, the foundation guarantee potential of tourism industry and the development potential of tourism industry, the countermeasures to improve the development potential of tourism industry of 7 prefecture-level cities are proposed from two levels of comprehensive potential and specific potential. Second, the overall promotion of the development potential of tourism industry in Jinan metropolitan area. Based on the analysis of the advantages and disadvantages of the tourism industry development potential of 7 prefecture-level cities, this paper puts forward the overall improvement countermeasures of the tourism industry development potential of Jinan metropolitan area. The main measures are that the cities at different levels should find the correct positioning, develop the characteristic tourism industry, and the cities should complement each other and develop cooperatively. Vigorously develop the tertiary industry; Take a variety of measures to stimulate tourism demand; We will strengthen the protection of the natural environment in the region.
