Abstract: Environmental service industry is a comprehensive service industry integrating research and development, design, production, operation, management, etc. As a sunrise industry in the 21st century, it has an irreplaceable position in the environmental protection industry, and has been concerned and valued by all countries. The experience of the development of environmental service industry in developed countries shows that it has an important impact on the promotion of environmental protection and the sustained growth of national economy. China's environmental service industry started late, the foundation is weak, the level of development is not high, therefore, to explore and promote the development of China's environmental service industry has important theoretical and practical significance. Based on the classification and sorting of relevant research literature on environmental service industry at home and abroad, this paper uses normative analysis to discuss and analyze the concept, category and related mechanism of environmental service industry under the guidance of sustainable development theory, specialized division of labor theory, industry correlation theory and public goods theory. After analyzing the status quo of developed countries with mature development of environmental service industry, this paper analyzes the status quo of the development of environmental service industry in China from different aspects such as the total amount of industry, development scale, structure and economic benefits, and points out the main problems. This paper probes into the relationship between environmental service industry and environmental protection in our country from both practical effect and empirical analysis, points out that the development of environmental service industry effectively promoted the development of environmental protection and that there is a necessity for the development of environmental service industry. Based on the above research, countermeasures and suggestions for promoting the development of environmental service industry are proposed: strengthen development of key areas of environmental service industry, improve Its level of development; Establish and improve environmental services policies and regulations, establish and improve related support systems; Accelerate the innovation of environmental technology and improve the overall technical level of environmental service industry; Promote the market-oriented construction of environmental service industry and improve the operation mechanism; Create a diversified investment and financing environment for environmental services; Give full play to the role of environmental protection industry associations.
