Abstract: With the acceleration of China's urbanization process and the increase in building demolition, the amount of construction waste has increased year by year, which has a great impact on the living environment and ecological environment of citizens, and hinders the development of urban economy. The problem of construction waste management is worthy of the government, construction enterprises, industry associations and other parties to think, how to deal with and use these construction waste, to solve the contradiction between urban development and the ecological environment, has become an important problem that people have to face. Therefore, through in-depth research on construction waste management, this paper strives to provide some reference for solving the problem of construction waste management. The paper is divided into five parts with the background of S City, and the first part is the introduction, which mainly focuses on the formulation of the problem, the purpose and significance of the research, the literature review, the research method and the innovation point. The second part summarizes the connotation and concept definition of polycentric treatment theory, the third part focuses on the analysis of the current situation and existing problems of construction waste management, the fourth part expounds the causes of construction waste treatment problems, and the fifth part discusses the methods to solve the problem. According to the theory of polycentric governance, this paper puts forward the idea of the government, the market and the industry association on the reduction mode, development and utilization of construction waste, and the industrialization of resources, and formulates practical countermeasures, so as to provide method guidance and action basis for the Chinese government to better deal with the problem of construction waste. By using the theory of polycentric governance, this paper analyzes the problem of construction waste management, and puts forward corresponding solutions. It advocates giving full play to the leading role of the government, introducing the supporting role of market players, and the supervision of industry associations, so as to solve the adverse impact of construction waste on urban development and people's lives. With the rational application of polycentric governance theory in government management, the continuous self-discipline of enterprises, and the gradual formation of relevant legal systems, it is believed that in the near future, the problem of urban construction waste can be well solved.
