Abstract: Since the reform and opening up, China's economy has continued to grow steadily, the comprehensive national strength and the living standards of the people have been improving day by day, and the awareness of environmental protection has also been enhanced. However, economic development will inevitably cause certain damage to the environment, and at present, China's ecological environment is not optimistic, and the situation is very grim. In particular, as one of the "three wastes", solid waste is increasingly polluting the environment, and if it is not properly disposed of, it will bring great harm to human life and health, and even cause damage to the entire ecosystem. This requires us to implement the national environmental protection policy, strengthen supervision, and strive to achieve effective disposal of solid waste. Chifeng City, known as the "hometown of China's non-ferrous metals", is located in the east of the Inner Mongolia Autonomous Region, has rich mineral resources, with the expansion of the city scale, the increase of urban population, the amount of solid waste generated in Chifeng City is also increasing year by year, especially the discharge of industrial solid waste has increased sharply, polluting the environment of the urban area. However, the current backward management concept and narrow channels of capital sources restrict the management level of solid waste in Chifeng City, resulting in a waste of resources, which is not conducive to the harmonious development of Chifeng City's economy and society. In the face of many problems in the disposal of solid waste in Chifeng City, on the other hand, there are various drawbacks in China's environmental governance model, the traditional single-center governance model should be broken, and the polycentric governance theory should be taken as the theoretical framework, starting from the three dimensions of government, market and society, and multiple subjects should participate in the disposal of solid waste, so as to comprehensively and thoroughly analyze the dilemma in the disposal of solid waste, and put forward effective measures for comprehensive treatment. This paper is divided into four parts: The first part comprehensively expounds the significance of the topic selection and the research situation at home and abroad. In the second part, the basic concepts such as solid waste and its generation, solid waste disposal are analyzed, and the connotation of Ostrom's polycentric governance theory and its application in solid waste disposal are expounded, and the theoretical framework of the paper is constructed. In the third part, according to the basic situation of solid waste disposal in Chifeng City, questions are raised and the reasons are analyzed in depth. In the fourth part, the countermeasures for solid waste disposal are put forward from the three-dimensional framework of government, market and society, which is of positive significance for solid waste disposal in the future.
