Abstract: This paper starts from the background of the America Clean Energy and Security Act of 2009 (hereinafter referred to as the Act) passed by the US House of Representatives, takes the trade restriction clause in the Act as the entry point, makes a detailed analysis of the protectionist nature of the climate Act, and analyzes the implementation prospects of the trade restriction measures in the climate Act on this basis. The negative impact on the international climate negotiations is also discussed.
