Abstract: With the development of social productivity, the progress of science and technology and the enhancement of human's ability to transform the nature, the global environmental problems facing mankind are becoming more and more prominent, such as climate change, environmental pollution, ecological degradation and destruction of biodiversity, and other environmental problems, which constitute a serious an unavoidable threat to human survival, development and even security. The deterioration of the environment leads to the exhaustion of non-renewable resources and accelerates the earth's carrying capacity to reach its limit. Especially the ecological disaster caused by the deterioration of the environment forces the fundamental change of human's understanding of nature and itself. The simple consciousness of natural environmental protection is upgraded to the idea of sustainable development and sustainable security. How to improve the quality of life of contemporary people while ensuring the equal enjoyment of human resources rights for future generations, and to realize the sustainability of human development, has become a realistic problem that must be faced with and urgently solved.
