Abstract: Climate change has displaced a large number of people, who are climate refugees. For this group of people, all attempts to apply for refugee status in practice have failed, and the relevant legislative system can not provide effective protection. Based on the starting point of international law to protect human rights, climate refugees should be included in the scope of protection of international law. On the one hand, it is necessary for the international community to make joint efforts to reduce the occurrence of climate refugees at the root cause, and on the other hand, it can be protected through the establishment of new international conventions, the conclusion of bilateral treaties, the establishment of special relief funds and management organizations.
