Abstract: Sino foreign cooperative education is an application of policy transfer in China's higher education reform. In the context of globalization, Chinese education policy makers spontaneously shift their policies in order to achieve international education standards. The biggest obstacle to policy transfer in the education sector lies in the cultural differences between China and foreign countries. The products of this higher education reform include new educational institutions and innovative teaching ideas.
