Intensified utilization of urban land in China and its reference to Mongolia —Case study: Erlianhaote and Zamiin-Uud town

Abstract: Urbanization is the inevitable trend of the development and progress of human society. The development of urbanization should focus on the protection of arable land and grassland, land use, conservation and intensive land use. Urbanization is the result and symbol of economic development and social progress and has a strong promoting effect on the development of the region. With economic growth, population growth and urban expansion, the pressure on cultivated land protection is under pressure. We should realize that reasonable urbanization process is the process of saving land. To protect the relationship between cultivated land and urbanization, we must not only ensure the smooth progress of urbanization, but also protect cultivated land, conserve and intensively use land, and enhance the intensive utilization of land. The goal of intensive land use is based on rational distribution, optimization of land use structure and sustainable development, and continuously improve land use efficiency and economic benefits by increasing land input in stock and improving management. Intensive land use is the trend of the times. The extensive mode of production and consumption with high consumption, poor quality and low efficiency must be fundamentally transformed into an intensified mode of growth and the quality and efficiency of economic growth should be enhanced.

In recent decades, Chinese cities have developed rapidly and many research and comprehensive frameworks have been put in place for sustainable urban development and intensified land use. For Mongolia, the problem of urbanization appeared later and was imperfect. The government sought appropriate legal issues in the intensive use of urban land and many international and domestic projects were being implemented on this issue to address the problems facing the city, This research work selected 2 sub-county of Mongolia and China as the research object to make a comparative study on the urbanization intensive use method, and analyze the city's planning reference and land use management system. I will focus on China's land planning policies and put forward appropriate proposals for Mongolia's conditions.
