Abstract: In the early days of new China, relying on the strategic advantages, rich resources and extremely historical background and etc., on the basis of the central government's strong support, Liaoning rapidly developed into the industrial base of the whole of China, and Shenyang city became the leader of the industry in Liaoning province. However, due to the concentrated development of heavy industry, resulting in the proportion of high-tech enterprises is too low, the development of private enterprises is lagging behind, new industries have not yet been formed, structural problems are increasingly prominent in the new economic norm. Therefore, to get rid of the backward ideological concept of emphasizing state-owned over private enterprises in the planned economy era, to change the function of the government; to adjust the traditional industrial structure, to rely on technological innovation to drive the transformation and upgrading of the industrial structure; to change from factor-driven to innovation-driven, and to realize the transformation of the traditional pillar industries of the "re-industrialization" is the way to realize the sustainable development of Shenyang City.
