Abstract: Starting from the connotation of eco-city construction, this paper takes Shenyang city, which has the characteristics of a typical northern city, as the research area, and draws many useful conclusions by establishing an evaluation system for the capacity of sustainable development of the urban ecological environment and utilizing the principal component analysis method to carry out a comprehensive measurement of all the indexes involved, thus providing a basis for the research on the policy of the construction of the eco-city in Shenyang.
