Abstract: Liaoning, as an important part of the old industrial base in Northeast China, has made great contributions to the country, but it has also gone through an unsustainable road of extensive, high consumption and pollution in the process of resource economic development." At present, the revitalization of Liaoning's old industrial base must balance the population, resources, environment and other aspects, take the requirements of the new industrialization road, and achieve low consumption, less pollution, high efficiency and sustainable development. Only by implementing the scientific concept of development can we achieve sustainable development characterized by resource conservation, efficient utilization, continuous improvement of the environment and a virtuous ecological cycle in Liaoning's old industrial base.
