Abstract: With the shift of time and the strong need for stability of economic and social financial development, political financial development has been sustained and widespread in all countries in the world, and it is getting stronger and stronger. Its power, strategic position and irreplaceable great uses are still deepening. However, in China, the independent existence and development of policy finance in institutions has only been more than ten years, and the objective existence of policy finance has been ignored or even ignored in theoretical research and understanding. Exist in the wrong solution, convoluted solution or wrong solution, because of this theory research needs to be deepened. The speculation of certain kinds of schemes has created much confusion and aroused more doubts, which need to be clarified and rectified in order to continue to develop in the interest of the health of political finance.
