Analysis and policy selection of education equity in Northeast China - based on financial investment

Abstract: The improvement of educational equity has profound significance in enhancing the endogenous driving force of regional economic development. Finance is one of the important tools for playing the role of public services, and through fiscal funding, it can promote the realization of educational equity. This article is based on the perspective of fiscal education funding investment, using provincial-level panel data from 2007 to 2017, to analyze the dynamic relationship between fiscal education funding investment level and education equity level in the Northeast region. The research results indicate that increasing the proportion of fiscal education budget to public fiscal expenditure can reduce the education Gini coefficient and promote education equity; However, there is a significant negative relationship between national fiscal education funding investment and educational equity in the Northeast region, and the current effect of national fiscal education funding investment on increasing the length of education is not significant. In this regard, under the background of the revitalization of the Northeast, this paper puts forward policy recommendations such as strengthening the financial strength of equitable development of education, improving the long-term mechanism of education fund guarantee, optimizing the use structure of financial education funds, comprehensively strengthening performance management, and optimizing education fixed assets investment.
