Abstract: The report to the 18th National Congress of the Communist Party of China pointed that “As we advance toward the future, thoroughly applying the Scientific Outlook on Development is of major immediate significance and far-reaching historical significance for upholding and developing socialism with Chinese characteristics.”
The Scientific Outlook on Development takes developments its essence, putting people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach. Putting people first is based on the fundamental interests of the overwhelming majority of people, to ensure that everything is for the people, development is by the people and with the people sharing in its fruits. The report puts “ work hard to run education to the satisfaction of the people” at first and stresses the fairness in education: “We should vigorously promote fairness in education, and ensure balanced allocation of educational resources with a focus on rural, remote, poor and ethnic minority areas. We should support special education, increase subsidies to students from poor families, and ensure that children of rural migrant workers in cities have equal access to education. All this is designed to help all children gain required knowledge and skills.” This is the important task to implement Scientific Outlook on Development in the field of education.
