Research on the Education Fairness of the Migrant Children Based on the Logistic Regression——Taking Shenyang City as an Example

Abstract:

Since the reform, the economy is increasingly developing, especially after entering into the 21th century, China's increasingly-speeding-up process of industrialization and urbanization directly stimulate the market demand, a large number of floating population emerged, who are mostly migrant workers, i.e. peasant migrant workers), and its scale continues to expand. On the other hand, due to the city’s financial crisis, so many migrant workers also add working pressure to the urban Followed by the migrant population, problems on the education of their children are increasingly obvious, which need more support of the government. Although the central government has gradually introduced policies to provide a tuition and extra-fee waiver for the migrant children in the compulsory education stage, in order to ensure that they can get the same treatment with the urban students, which to a certain extent, can solve the problem of migrant children's school education, other new problems still exist—most of the migrant children won't be able to reach out for the fairness of education and the superb education. To fully solve the migrant children’s problem of compulsory education is a gradual process, these problems might not be fundamentally solved at once, but also need to get solved in the process of urbanization gradually. So the issue of the policy is not equal to the solution of the problem, because from the legalization of policy to the realization of the goal of policy, there is still not only a long distance but also a very complicated process.

This paper mainly researches on migrant workers’ children's compulsory education problem. Through the methods of literature, questionnaire and text analysis, the paper extensively collected information and data of migrant children compulsory education, and repeatedly referred to the related policy and academic research of central and local governments at all levels. This paper takes field investigation of Shenyang city as an example, studied the present conditions of migrant children about their compulsory education under the background of the new policy. Through the investigation and analysis of Beishi streets and Shashan streets of Heping district in Shenyang, respectively from different levels, this paper makes in-depth analysis of the remaining existing migrant children compulsory education problems and the reasons. Meanwhile, by Logistic regression model, this paper studies the fairness problem of the children of V migrant workers in Shenyang, and based on this, proposes some countermeasures and suggestions to solve the problem of migrant children education.
