Equality of educational resources, a more equitable distribution of educational resources reasonably be of great concern. And in line Frederickson represented public administration more actively promote social equity and social justice, greater emphasis on citizen participation, greater emphasis to build a new organizational form, attach importance to the system of government reform, more attention to administrative ethics and administrative responsibilities, and more able to balance our educational resources, create innovative education system to bring new inspiration Audiences in education, migrant children are special groups in society, their particular growing environment and resource base is very special, from their historical development and the developments since the reform and opening up, the prominent feature of the performance lack of political resources, economic resources and knowledge resources, they are one of the groups of social resources is very sleepy, so the administration and the country should be more inclined to meet the demands of these special interest groups, more concern and care for the lives of these special groups conditions, on the basis of efforts to create a good value and build a better education system, to provide more effective public services in order to achieve social fairness and social justice.

In this paper, problems of children of migrant workers in Shenyang basic education, and the third part is the cause of problems in Shenyang analysis of the basic education of children of migrant workers, the first Countermeasures Shenyang basic education of migrant children in four parts of the existing problems.
