Abstract: Since reform and opening up has been more than 30 years, economic and social system keep developing and improving, and interest structure is changing, following the whole society is changing at the moment. However, there are a large number of homeless people in the city.At the same time, the social relief work of the homeless and beggars in our country also has a lot of difficulties and challenges. Therefore, completing the rescue management institutions functions of positioning, taking various effective measures to improve the lives of recipient personnel, realizing its rights and interests, making vagrants and beggars return to normal society, it is not only related to China's socialist modernization process, but also affect the whole social harmony and stability. This paper cited the Gerry Stoker governance theory and its application in the social assistance for vagrants and beggars, exploring the H city social assistance problems, and making further cause analysis.

This study mainly includes five parts, the paper structure is as follows: the first part is the introduction, simply elaborating the paper selected topic background and significance, analyzing the research status at home and abroad, as well as the paper features, innovations and research method, etc. The second part is about the social relief, relief management, as well as the case of Stoker governance theory and the concept of the definition and theoretical elaboration,and Gerry Stoker governance theory is applied in this paper. The third part is on comprehensive analysis of H city relief for vagrants and beggars according to the valid data, and discussing the problems in each aspect. The fourth part, using the Gerry Stoker of governance theory to analyze the reasons of the existing problems. The fifth part comes up with the suggestions to solve the problem of rescue management based on the comprehensive consideration of the reason, improving one's current level of salvage and promoting the management of relief for vagrants and beggars to run smoothly.

This study integrated use of literature review method, interview method and so on, relief for vagrants and beggars in H city in-depth research analysis, comprehensive data collection, the status and problems of summary and induction, improving the methods and measures so as to improve the management level of relief for vagrants and beggars, and providing safeguard for the construction of a harmonious society.
