Abstract: With the continuous development of our economy and society, the survival condition of social vulnerable groups is more and more cause the attention of people, especially in the comprehensive construction well-off society, under the background of building a harmonious socialist society, has become a social democratic harmony, fairness and justice, affect the healthy development of an extremely unstable factors. As an important part of social vulnerable groups, can get rid of the inferior position in the socialist market economy, the basic rights and freedom can be guaranteed effectively, social resources and development results to balanced sharing has become the government, academic circles generally pay more attention to the problem.

      Social vulnerable groups in our country's economic and social development and social changes under the background of population, economic development makes the social structure has undergone major changes, in the social system in the process of development is not reasonable and the group's own weakness is the main reason of the formation of social vulnerable groups. According to the present situation of the social development of China, social vulnerable groups not only have plenty of political, economic, cultural resources, difficult access to the policymaking process, own interest demands is difficult to realize, this is bound to cause the social contradiction, seriously affecting the realization of social fairness and justice, hinder the process of building a harmonious society. The current situation of China's social development, has the important theory significance and practical significance to study this problem.

This paper is divided into five parts.

The first part, the paper selected topic background and research significance, the research results at home and abroad is summarized on the basis of the proposed in this paper, research methods and the train of thought, and emphatically points out that the innovation of this article.

The second part, an overview of the basic concept of vulnerable groups, rights of social vulnerable groups, poverty and on Amartya Sen's theory of capability, mainly from the political freedom, economic condition, social opportunity, transparency III guarantee, and protective security five aspects carries on the analysis, the theoretical framework of construction paper.

The third part, according to the valid data, a comprehensive understanding of social vulnerable groups living state in-depth analysis to the social vulnerable groups in each aspect of the problems facing in terms of individual rights.

The fourth part, in the current our country social vulnerable groups rights poverty problem, Amartya sen feasible ability theory analyzes the reasons, find out the internal cause of the social vulnerable groups rights poverty.

The fifth part, based on the comprehensive consideration, the cause of the forward effective countermeasures to solve the social vulnerable groups rights poverty, work out effective policy arrangements, so as to promote the harmonious development of society.
