Abstract: The internationalization of higher education has developed rapidly since World War II, reaching its peak in the late 1960s and early 1970s, and the trend of education cooperation between countries is also on the rise.

Today, as we enter the 21st century, the internationalization of higher education has attracted more attention among universities.

National open cooperation is an important way for higher education institutions to achieve international education, and strengthening international open cooperation is conducive to promoting education and research cooperation in international affairs in higher education institutions. We need to adapt to the new situation, encourage teachers and students in higher education institutions to actively embrace international education with an open and cooperative attitude through various means such as going out and introducing, promote the healthy development of the internationalization process of universities, and further improve China's current education model, promote the process of international education and research cooperation in higher education institutions, and accelerate the achievement of the goal of educational modernization.

At present, the management of international exchange and cooperation in open education by government functional departments is single, the exchange and cooperation model is lacking, and it has not been combined with the research characteristics of universities themselves, which greatly limits the important goal of promoting international education through international open cooperation. Therefore, how to strengthen international open cooperation in a reasonable way has become an important issue in promoting international education and research cooperation among universities.
